Pamela O’Rourke, Founder and CEO
When Pamela initially formed the company in 1998, she was the sole employee. However, with her entrepreneurial spirit and understanding of how to grow a business, Pamela grew ICON into a thriving organization with thousands of employees across the United States and Canada.
With more than 15 years of IT knowledge and experience, Pamela has performed all aspects of client integration, network engineering, infrastructure, project management, application development, training and documentation. She earned her BBA in Information Systems and Management from the University of Houston. Consequently, she is able to understand the client’s needs and match qualified technical consultants accordingly, significantly increasing the success of the business.
Named as an Ernst & Young “Entrepreneur of the Year®” and recently selected as an Houston Business Journal's Most Admired CEO Honoree, Pamela thrives on being a mentor and leads by example. She believes that giving back is an important strategy; one which she demonstrates through her continuous support of women-owned companies. Pamela is a past National Board Member of Women Business Enterprise National Council (WBENC) and a past Board Member for Women’s Business Council-Southwest (WBCS). She is a current board member of Women Impacting Public Policy (WIPP) and University of Houston Board of Visitors. In addition, Pamela is a member of Committee of 200 (C200).
In her free time, Pamela enjoys cheering on her alma mater’s Cougars.
Tim O’Rourke, Managing Director
With more than 20 years of IT consulting and human capital experience, Tim serves as the Managing Director of ICON. He has a deep understanding of business consultancy and staffing which brings a fresh perspective to our clients’ complicated business problems. Tim holds his BS in Electrical Engineering from the University of Houston. He spent more than 10 years with Lyondell/Equistar providing the organization with support and solutions. His process engineering background has resulted in documented repeatable procedures that have been key in creating operational efficiencies, effectiveness, and accuracies. Of course, Tim never stops assessing how ICON operates and how innovation can improve the client experience. Tim’s dedication to remaining innovative exemplifies his commitment to the “ICON way”.
Konrad Novicke, COO
Konrad Novicke, ICON’s COO, holds his BBA in Accounting from the University of Houston. As an 18-year ICON veteran, Konrad started out as an ICON Accounting Clerk, moving up to Operations Manager, and finally, Chief Operating Officer. His tenure and promotion history give him a unique understanding of the business and the industry. He oversees the day-to-day ICON operations, including business control, business services, accounting, risk and internal audits, insurance, and tax functions. His expertise in accounting and payroll software platforms has resulted in greater efficiencies across the organization. Through his leadership, Konrad aligns and enhances business performance; delivering insight, strategic planning, departmental operational synergies, and financial management services.
ICON’s Supplier Diversity Program covers our service area across the U.S. and Canada and is overseen by ICON’s Founder and CEO, Pamela O’Rourke. Pamela firmly believes that supporting other women in business is imperative, as she has encountered the glass ceiling first hand, and pushed through it in ownership. ICON's team has a deep experience in diversity and assists its clients in analyzing, implementing. and executing affirmative action programs for contingent workers. ICON understands that the true path to diversity begins at the recruitment stage, and is then buttressed by supporting, mentoring, training, and promoting diverse women and men to positions of leadership. As a key component of ICON's diversity, it focuses on ensuring that its employees are appropriately trained, including consciously unbiased sourcing methods and practices.
Through Pamela’s participation with organizations such as WIPP, WBENC, WBCS, and C200, she has provided sponsorship at conferences, retreats, business fairs, and industry events with the stated goal of increasing diversity in the industry and at ICON. Pamela has also contributed over $750k in sponsorships to WBE events over the last 10 years. As a well-known member within WBE circles, Pamela is regarded as a generous, loyal, and steadfast supporter of her fellow women entrepreneurs.
Finally, ICON utilizes an active supplier diversity program that requires the use of Minority/Women Business Enterprise companies whenever possible thereby achieving second-tier diversity spend for our clients.

Icon Information Consultants has an incredible health, safety, and environmental (HSE) record. We have ingrained in our team a strong safety culture. The safety of our employees and our clients is of the utmost importance on any job and in any situation. When it comes to safety, ICON is determined to always meet or exceed industry standards and client expectations. We believe an effective safety and loss prevention program is the cornerstone of good operating practice and we hold onboarding training and annual refresher safety training so that all workers understand good safety practices. Due to the variety of industries that we support, we understand that some of our clients will have specific safety policies and procedures that all people on their site will be required to follow. We are used to supporting these programs and upon request, can incorporate any training as required into our onboarding processes.
Pamela O’Rourke, Founder and CEO, is a strong believer in giving back to her community. As a successful entrepreneur, she believes that her education was the foundation for her success. ICON supports students through funding scholarships, hosting campus educational events, and providing internship opportunities at ICON Consultants where she personally mentors the interns. A number of permanent employees started out as interns through the program!
ICON also encourages employees to give back. Pamela’s enthusiasm for helping our community is contagious and ICON staff shares her passion. From holiday canned food and toy drives to volunteering at local animal shelters and other services, and across all levels in the company, ICON employees use their free time to lend a hand to those less fortunate.
